Getting a NIF Tax Number

The NIF, or Numero de Identificação Fiscal, is the Portuguese tax identification number that every resident, property owner and business operator in Portugal must have. It is the key that unlocks almost everything in Portuguese bureaucracy: without a NIF, you cannot open a bank account, sign a rental contract, buy a property, connect utilities, register a car or carry out most official transactions. Obtaining a NIF is therefore one of the first practical steps for anyone planning to live in, work in or buy property in the Algarve.

For EU citizens, obtaining a NIF is relatively straightforward. You need to visit a local tax office (Finanças) with your passport or national identity card and proof of address in your home country. If you have a Portuguese address, that can be used instead. The process involves filling in a form, presenting your identification, and receiving your NIF, usually within 30 minutes to an hour. There is no charge for obtaining a NIF. The Finanças offices in Faro, Loule, Portimao, Lagos and Tavira all handle NIF applications, though queues can be long, particularly during the summer months.

For non-EU citizens, the process requires an additional step: the appointment of a fiscal representative (representante fiscal). This is a Portuguese tax resident who agrees to act as a point of contact between you and the Portuguese tax authorities. The fiscal representative receives any correspondence from the tax office on your behalf and is responsible for forwarding it to you. This requirement exists because the Portuguese tax authorities need a local contact for non-residents. A fiscal representative can be a friend or acquaintance who is tax resident in Portugal, but most people appoint a professional, typically a lawyer, accountant or specialist service provider. The cost of a professional fiscal representative is usually 100 to 250 euros per year.

Since 2023, it has become possible to apply for a NIF online through the Portuguese tax authority's e-Balcao portal, though the process can be confusing for those unfamiliar with Portuguese bureaucracy and the website is primarily in Portuguese. Several companies now offer NIF application services, handling the paperwork on behalf of the applicant for a fee of 50 to 150 euros. These services can be particularly useful for non-EU citizens who need to arrange a fiscal representative at the same time.

Once obtained, the NIF is a nine-digit number that remains with you permanently. It is used on all tax returns, invoices, contracts and official documents. Portuguese shops and service providers routinely ask for your NIF when making purchases, as the Portuguese tax system incentivises consumers to request invoices with their NIF attached, which helps combat tax evasion and entitles the consumer to small tax deductions at the end of the year.

The NIF is also essential for registering in the Portuguese finance portal, Portal das Finanças, which is the online platform used for submitting tax returns, checking tax obligations and communicating with the tax authorities. Setting up access to the portal requires the NIF and a password, which can be requested online and is sent by post to your Portuguese address.

Timing the NIF application is important. If you are visiting the Algarve to look at properties, obtaining your NIF during the trip saves time later, as you will need it before you can make an offer or sign any contracts. If you are planning to move to the Algarve, obtaining the NIF can be done as part of an initial reconnaissance visit, allowing you to open a bank account and begin searching for rental properties during the same trip.

Common issues with NIF applications include incorrect address formatting (Portuguese addresses follow a specific format), name discrepancies between passport and other documents, and long waiting times at busy Finanças offices. Arriving early in the morning, before the office opens, is the best strategy for minimising waiting time. Bringing all relevant documents, including passport, proof of address and the details of your fiscal representative if applicable, avoids the need for return visits.
